…under the new Construction Products Regulation, manufacturers are required to create a Digital Product Passport?
Digitization and the availability of product information increase transparency, benefiting product safety and protecting the environment and human health, while simultaneously reducing administrative burdens and costs for economic operators.
Under Regulation (EU) 2024/3110, manufacturers are required to provide a Digital Product Passport, allowing transparent access to essential information about construction products. This new development arises in a context where the sector is being adapted to the digital age and is strengthening product traceability and sustainability. The regulation provides for the creation, through delegated acts, of a digital Construction Product Passport system. This system must:
• Be compatible with the product passport of Regulation (EU) 2024/1781 and interoperable with BIM;
• Have resources to implement and manage digital product passports;
• Define who can access and enter/update information (economic operators, clients, users, authorities, manufacturers, importers, distributors, etc.);
• Define the methods for updating the information contained in the digital product passport of an existing product;
• Establish procedures to ensure the availability of digital product passports in case of insolvency or cessation of activity of the operator;
• Establish requirements applicable to providers of digital product passport services, creating, if necessary, a certification system to verify these requirements;
• Establish rules and procedures relating to the life cycle of identifiers, data carriers, digital credentials and registration of the digital product passport;
• Guarantee the availability of information for at least 25 years after the last product corresponding to its product type has been placed on the market;
• Ensure the availability of information for the reuse and remanufacturing of products.
As part of the modernization of the legal system, the digital product passport must include, accurately, completely, and up-to-date, in a machine-readable digital format, the following information:
i. The declaration of performance and conformity;
ii. General product information, instructions for use, and safety information;
iii. Technical documentation;
iv. Label relating to environmental sustainability;
v. Unique identifiers;
vi. Documentation required by other applicable European legislation;
vii. Data carriers of essential parts.
With this measure, the European Union aims to simplify access to product information, allowing all actors in the value chain to easily understand it. Furthermore, it facilitates the work of the competent national authorities in verifying product conformity and strengthens product traceability throughout the value chain.
